There is no single mandatory level for all universities, but to study at a Spanish university and prepare for the PCE exams with confidence, at least a B2 level is usually recommended.

It is not recommended. The PCE exams are taken in Spanish, so you need to understand texts, answer questions, and express yourself clearly. Ideally, you should start PCE preparation with a strong B1 or B2 level.
